In 2003, VA made the difficult decision to stop enrolling new Priority Group (high income) Veterans in order to assure all Veterans are provided timely and quality medical care. New regulations take effect on June 15, 2009 that will allow VA to reopen enrollment healthcare to Veterans whose household income does not exceed the current VA income thresholds (means test threshold and/or geographical means test threshold) by more than 10%. Whether mailing or bringing your application, please include the following items —
- a copy of both sides of your current insurance card (including Medicare or Medicaid)
- a copy of your DD214, 'Armed Forces Report of Transfer or Discharge'
- (Purple Heart recipients only) a copy of your award letter if 'Purple Heart' is not noted on your DD214

Requesting Military Service Records
The National Archives eVetRecs website allows veterans to request their DD-214 online in addition to providing instructions and addresses for requesting service records, proof of military service, correcting records and replacing medals or awards.
